how do i install IE 6 with no internet connection

how do i install IE 6 with no internet connection

I can ping out but IE fails to find server????
same for dialup...
so need to reinstall IE
Looked at folder and only see small application
IEXPLORE.exe is 89KB i see no other large application
files where is the application for IE ???
