I've noticed, while installing some programs, you have the option to "install
for yourself", or "all users on this computer". Other programs do not have
this option and install for all users. Is there a way i can change
accessibility so that a program is only installed on my account, or only
shows up on the start menu on my account?

No, it depends on the application's setup. You can move the start | programs
folder from "all users" to your own start | programs folder if you wish.

That's totally up to who wrote the program and how they packaged that
program with the installation program, i.e. install shield, windows
installer, etc.
