This is a common problem. Solution is easy. First, make a
Windows 98 bootable diskette. You can even make it when
running Windows XP. You need a program on that diskette
called "Fdisk.exe". Once you run this program in DOS mode
after the diskette bootup, it will let you delete all the
partitions on the harddisk. After that start installing
Windows XP from CDROM and it will be forced to create a new
fresh partition. Use NTFS, it's better. Paul.

You won't be able to delete the partition XP is installed on
while you are logged into XP.
Boot from the XP installation disk. Be sure the CD is set to
boot before the hard drive in the bios.
During setup you can delete and/or create partitions that you
need. If you want fat32 partitions greater than 32gig then you'll
have to create them with a win98 boot disk.

Paul;
Boot disk is totally unnecessary since all the necessary tools are on
the Windows XP CD.
