How do I insert a bubble comment in frontpage that will appear when the
cursor is above a question or page section?
 
The "bubbles" are usually called "ToolTips" and there are several
techniques.
Search the web using: ToolTips in web page

There is a DHTML library called overLib that has proven very well done and
then there are some HTML tricks you can learn to pull off using CSS but you
do some homework and then ask specific questions okay?
