How do I indicate a time buffer around an appointment?

I use my Outlook calendar to manage appointments on the road. Is tehre any
way to record the appointment time as, say, 10:30 am, but leave a time buffer
of 30 mins travel so that another appointment canot be put any closer than
this buffer (i.e. finish by 10am)

No. Expand your meeting time to include your buffer and put a note in the
event stating the actual start time.
 
You could use 30 minute "travel appointments" if you don't want to
extend the actual appointment by 1/2 hour.
 
only by making the appointments manually or using an addin. I don't
recommend making the appointments longer, make separate appointments for
travel time instead, so you can remove them if a closer appointment comes
up.
