How do I increase my tranfer rate for uploading my web page?

I was using frontpage 2002 and my upload times were blazingly quick. I could
upload my website entirely in less than 5 minutes. Now I have switched to
Frontpage 2003 and it is taking me over an hour to upload my site and it
doing it a 23 kb. I am using cable internet and have upload speed os 1
megabite per sec.

What do I need to change in front page to increas my transfer rate for upload?

Go here: http://www.95isalive.com/fixes/fpclean.htm and download FP Cleaner ( with
Expression Web Designer and SharePoint Designer support )
Download links are at the bottom of the page.
Run the functions that clear:
The Hidden Temporary files.
The Hidden Cache (*.web) files.

Then:
Clear your browser history and temporary internet files.
Then:
Right click the IE icon on the desktop and select Properties.
Click the Programs tab.
Click "Reset Web Settings" and then uncheck "Reset My Homepage" in the next pop up
Click OK all of the way out.

Does this also apply to Sharepoint Designer? I am currently only getting
transfer speeds of 1kb/s. Using a stand alone FTP program, I can get over
30kb/s. Not that fast I know, but at least its 30 times quicker than I am
getting
NB I have Vista Home Ultimate if that is likely to have an effect. Its all
on my new PC which is only a few weeks in use.
