How do I include all records in a query list?

I am having a little trouble, I need to create a query that contains all
records from one table, and only records which match from another table. I
have one query 'data elements' which I need a list of as well as any
'domains' and/or 'rules' taht are related to the data element. Can anyone
help?
 
Both tables should be in the query design window with a line joining the
related fields. Right click on the line and select join properties. Select
the option that says include all records from 1 table and only those from the
other where the join fields match
