You negated to identify the version of Excel you are trying to import. If
your workbook is in Excel '2007 format (i.e. with a .xlsx extension) - you
need to save it in Excel '97-2003 format (or anything else that the Outlook
import/export function supports such as CSV etc) at which point everything
works the same as all other Outlook versions.

I'm having the same problem but I keep getting an error message saying that
the Import Export feature isn't enabled. When I follow the instructions
everything is green for "Run from my Computer" already. Do you have any
suggestions?
You might want to run Help | Office Diagnostics. Also, the Excel file needs to be in .xls format, not the new Excel 2007 format. I keep forgetting that.
