I am using Outlook 2003 and I am trying to copy the contacts that I have in
my laptop into my pc. Each time I try and do it tells me that I can't do it.
Is there a special way you have to copy it over instead of using the import
and export obtions?

First, you do not import.
Are both installations running Outlook 2003?
If so, you copy your Contacts into an Outlook data file, then open that file
in the other installation.
You need to post far more detail "it tells me I can't do it" --like the
precise steps used and exact error messages.

Thanks for the reply!
1) Yes both computers are running Outlook 2003.
2) Would you please reply back with step by step instructions on how I make
a copy of the contacts on one computer and then copy them over to the other
computer? I have a zip drive on both computers that I normally use to copy
over with.
If you need anything else from me please let me know.
Thanks!

The file you need to copy and transfer is your Personal Folders file
(*.pst) It's where all the mail, calendar, contacts etc are stored.

Take a look at these pages for info on Outlook data backup:

One last question. Do you know what would make the Business Contact Manger
run so slow and it stalls a lot.

No. Never used it. Ask in a BCM group.
