I've exported an address book and mails from MS Outlook 2000 to a cd and
transfered the file onto a new pc. The old PC is now dead. When I try to
import to outlook express it won't allow me to - the format is not listed in
the import wizard. It's in .pst format.
I can't even open it as it can't associate a program type to open it with.
All manually suggested program options fail to open it correctly.

Any suggestions?

First you have to configure Outlook on the new PC and load your data into
it. Then you can export into Outlook Express. OE can't import directly
from PSTs.

Can't be done. You should have exported to a file format the OE can read.
PST is not one of them.
Most people use a CSV format for this purpose.

Nor can OE import directly from Outlook. User must export from Outlook to a
format OE can use.

User was not asking about messages.
User was asking about Contacts.
