I have used Outlook Express for years. I have many email address in several
categories/folders, such as "Friends" and "Personal" and "Business." I
bought Outlook 2007 and I am trying to import by email addresses from Outlook
Express to Outlook. When I attempt to import, I can import only the
category/folder labeled "contacts." I cannot import "Friends" or "Personal,"
for example. What am I doing incorrectly? Thank you.

those are groups - outlook doesn't understand groups. Importing will import
all the contacts, including those in the groups and you'll need to either
put them into DLs or categories after you import.

If they're contact folders, you'll have to import them one at a time in this
manner:
Copy all of the contacts in the main (top-level) folder to a newly created
subfolder. Then copy the contents of one of the previously-existing
subfolders up to the top level. Use Outlook to impot them. In Outlook, you
can then add categories to the newly imported contacts or move them to a
contacts folder matching the subfolder name from which they came. In OE,
delete (or move back to the original folder) the contacts at the top level.

Perform the same operation for each of the other subfolders. When you are
complete, move the contacts from the folder you created at the beginning of
the process bac to the top level and finish by importing them with Outlook.

Wrong direction. Open OE. File/Import Export and export everything to
Outlook. Once finished, close OE and open Outlook.

That is only for messages. Importing is the best method for contacts.

For email, yes, but not for contacts.
