how do I give elevated priveleges?

I gave my users a "User Level" account. How do I give them elevated
privileges for doing certain things without bumping them up to a power user,
etc...

That depends entirely on what you want to give them the 'right' to do.
 
Sound like you'll have to manually edit policies.
But yes, what exactly you'll have to do depends on what you want to achieve.
