I am trying to make a bootable DVD on Vista. I have an ISO file. If I
just click the burn button, it writes the .iso file to the DVD. Not
what I want. I want to end with a bootable DVD. How do I get Vista to
burst the iso file and add all the boot stuff to the disc?

Vista's inbuilt burning software cannot burn iso images to disc. You would
need a 3rd party burning application such as Nero, IsoRecorder, or BurnCDCC.

You can download the Windows Server 2003 Resource Kit Tools at the MS web
site. Included in the RK are cdburn.exe and dvdburn.exe, two command line
tools that -will- burn ISO files. Plus you get a bunch of other tools.
