How do I get thumbnails to show as pictures rather than just boxes

When I go to view and thumbnails in Windows Explorer I only get blank boxes
and not an actual preview of all of the photographs. Does anybody have any
idea how to rectify this situation? I am currently running on Windows 2000
and Microsoft Office 2003 Professional Edition.
