how do I get the SPEC button to show in an Access import?

When importing a TXT file into Access and the fields are broken into
individual fields, the mouse will not allow me to get to the 2nd, 3rd etc.
fields.

Also, if there is no SPEC, then there is no button for me to get to.

It's a known bug in MS Office XP SP-3 and MS Office 2003. You didn't
mention which version of Access you have, but if it's Access 2003, then
install MS Office 2003 SP-1 to fix it. You can download it from the
following Web page:

If you have MS Office XP, you'll need the hot fix to correct the bug.
