How do I get the attachments toolbar for email messages I send?

I am used to seeing email attachments in a toolbar above the text are of the
email. I've changed machines, and now when I attach a file it shows up right
in the middle of the text. How can I add the toolbar that contains the
attached file icons?

Change your message format from Rich Text (which places attachment icons in
the body) to either HTML or Plain Text, which will give you an Attachments
line.
