How do I get the 2003 Outlook Setup Wizard back.

Last night, I downloaded Microsoft Office Pro 2003 to a computer running
Windows XP. When I opened Outlook, a setup wizard popped up. As I didn't
have time to complete the set up at that time, I just hit cancel, thinking
that I would complete the set up today. No luck. I've gone so far as to
uninstall and reinstall Office Pro, with no luck. How do I get back to the
set up wizard for Outlook?

You don't need the wizard. Just go to control panel, mail and create a new
profile.
