How do I get rid of software

I'm having a problem with my aiw 8500dv and DX9.0b so I have swapped
motherboards and video cards trying to isolate the problem. However
when I boot my system, the ATI MMC is still loaded and refuses to
uninstall. Also the ATI control panel will not uninstall either.
Short of reformatting my HD and reinstalling windows is there a way of
removing these. add/remove programs does NOT work and I'd like to be
able to do a completely fresh install
