How do I get my send/receive button back?

I am so disgusted. My send/receive button appears and goes away when I
launch Outlook. My emails don't send out and I can't receive anything.

The button is not available in the tools > command window in Outlook and I
get an error when I try to access my accounts when trying to force a send
from my outbox.

Does anyone have any suggestions? The knowledge base shows some similar
problems in 2000, but I'm using 2003 and can not get anything to work. I
tried to identify hidden commands from the registry, but that didn't work.

I really need to use Outlook not OE (which incidentlly works).
 
It definitely is acting that way, but there were three accounts configured
and then I erased and reconfigured one. They test out ok, but there is no
send receive ability. Any way to get rid of old account information that may
be stuck there even after uninstalling and reinstalling Outlook?

If you have a valid functioning email account, then that is not the problem.
Have you tried customizing your Toolbar to get the item back?

It's like there's a macro or an addin that is loading because I see the
option in the tool bar for a split second, then it goes away and I can't see
it again.

Also, at one time it was synchronized with earthlink's total access. I
disconnected that, talked with Earthlink a few times about it. They helped
me eliminate all access to Total Access in my registry and in the file
structure, but none of that helped. I'm still at the same spot.

Is there a way that my personal file (pst) is corrupted? If so, how do I
use another one and save this one?

Not likely.
More likely your Toolbar customization file is corrupt.
Close Outlook. Find and rename "outcmd.dat"
Restart Outlook.

Well, I tried that and it didn't work. But something funny about that is
that there is another software that apparently recognizes it as one it's
files (the extension is the same). It's a modeling tool. Would that have
anything to do with it?

I renamed the file and restarted outlook, it took a little bit to load, but
in the end it didn't work.

OK, I figured something out. It was a part of the profile. When I created a
new profile, the problem didn't follow. I would love to import the data, but
I think I may reintroduce my problem again. Is there a way to import without
importing the accounts? I know you can do that with OE, but is that possible
with Outlook too?

That's the brute force method. You created a new outcmd.dat when you created
a new profile.
This problem has nothing to do with your Outlook data file.
Never import an Outlook data file. Just configure the new profile to use it
instead of the new blank one it created.
