You can recreate the shortcuts if that's all you deleted. Else if you used
Control Panel|Add/Remove then you just simply reverse the process. For the
games/ accessories open
%systemroot%\inf\sysoc.inf
with NotePad and find the lines
Games=ocgen.dll,OcEntry,games.inf,HIDE,7
AccessUtil=ocgen.dll,OcEntry,accessor.inf,HIDE,7
under
; old base components
and remove HIDE from both lines, (leave the ,,) save the file, then you can
use Control Panel|Add/ Remove Programs|Add/ Remove Windows Components,
choose "Details" for "Accessories and Utilities" and install.

Using Windows Explorer|Search locate the executable (EXE) then right-click
and drag a shortcut to the desktop (or other location). You can also create
a new account in 'Users and Passwords' and logon as that user then copy
those shortcuts.

What does the item in your second sentence buy you if you have already
created the shortcut?
