How do I get Frontpage "themes" to upload to my web site?

First, I cannot get my page to "publish to the web". I have had my host
technicians work it, and they cannot figure out why. They showed me a way to
open the web location and "drag" the the files directly to the site. It
seems to work for the most part.

However, when I do that the Frontpage "themes" I am using don't appear on
the pages. Also the navigation buttons only appear as boxed red x's.
 
Dragging and dropping isn't goint to get all files to your remote web.
Are FrontPage Server Extensions installed for http publishing?
Or, does your host require publishing using FTP?
Who is your host?
