how do I get file folders to show in folder list FP2003?

I developed a new web site but the folders linked to the pages do not show up
in the Front Page folder list or when I connect to the server. Front Page
however created them when I created the individual pages. They are in the web
site folder, but Front Page does not open these folders - any suggestions?
 
There's probably nothing in them yet...like the Images folder, there's
usually nothing in that folder until you Import images into it.
