how do I get computer to read text to me!!!??

i heard you can get your computer to read text in Word or an internet page
etc. to you...
I looked at my computer settings, and found Control Panel had speech
settings; and Help and Support Centre had narrator... but they lead to dead
ends.
Can anyone tell me how to do this??!
