How do I get a picture to go where I want it to go in Word 2010?

I am trying to place a picture next to a paragraph in word 2010.

When I drag it there, it jumps to the top of the page.

If I cut and paste it there, it jumps to the top of the page.

How do I get it to move down and STAY down?

One method I found helpful is using "Frames".

Click on "help" in your version of Word and see what it says about
inserting frames.

You create a frame (size can be changed later) where you want it on the
page. Then insert the image inside the frame. The frame position can be
adjusted as well as its size. Also whether the frame has a border or not.

But frames are not much easier to position than wrapped graphics. It helps
to use the Advanced Layout tab to position the graphic relative to the page,
margins, paragraph, etc.
