Install it, right click the Shortcut select properties. On the Program
properties click on Compatibility and then set the Compatibility Mode for it.
If it will not work then it will not, you will need a 32Bit Program!.

16-bit applications should run on Windows XP (by using the WOW emulation
mode: Windows on Windows). If it doesn't run, perhaps it is trying to
directly access the hardware which is not allowed under NT-based
versions of Windows. Hard to tell since "a 16 bit application" says
nothing about WHAT is that application. An old game maybe?
One option, if you cannot get it to run, is to use Microsoft's Virtual
PC, installing a virtual version of an older version of Windows that
will run the application.
