how do I format my hard drive

I want to reformat my hard drive and reinstall windows me
because I am selling my computer. BUT the format C:
command wont work because the hard drive is in use
(running windows) how do I get around this? error mesage
is drive C: is currently in use by another process.
Aborting format. If I try format c:/s error mesage is
Microsoft Windows no onger supports the format /s
command. To create a startup disc etc.
Can anyone help please.

One of the options in installing Windows is to do a format/install.
