How do I format a % in Access and Excel for the same field?

I have a spreadsheet that has a number that is a percent. In the worksheet
it is formatted as general number. It needs to append to my table as a
Percent or as a Number with decimals so that I can perform calculations. I
have tried formatting both the worksheet and the Access field type as
percents and as numbers but I keep getting a paste error message. How would
each end of the export/import process need to be formatted so I get the
appropriate numbers in Access.
