How Do I Fix default web address?

My workstations have a default web address and the system is locked so that the employees can not change the home default address. A few of the work stations have been corrupted by visiting various other sites and have subsequently chagned what I had set as the default home address. I do not seem to be able to change it back and I am the administrator. I have downloaded Ad-ware 6.0 from Lavasoft...and this has not changed anything. Please advise. Thanks in advance.
