This may be stupid, but I ned to know, Is it my service,
or thir address, and how do I find it.

*Your* URL? What do you mean by "my url"?

A URL (Universal Resource Locator) is the address of a web page,
like http://www.microsoft.com

The question is a bit strange though. Please tell us briefly why you need to
know as that will help us answer the question.

I suspect you might mean "my IP address". In which case you can visit this
web site

http://checkip.dyndns.org/

It will display a number with some dots in it. You need to write it down
exactly as it is displayed. That is your _current_ IP address, however it
might well change next time you connect to the Internet. With some Internet
Service Providers your IP address is only allocated to you while you need
it.

Start/run "cmd" then "ipconfig /all"

But for anyone else reading this... That gives you your local IP address.
The one on your side of any firewall you might have.
 
True, you can also go to www.grc.com and run LeakTest to
check your firewall. It will show your current IP address.
