how do i export contacts from outlook to a ics file

Why would you do that? Contacts are not Calendar Items.

You can export one contact at a time to VCF file.
While some software supports multi-entry VCF files, Outlook does not as
of 2007 without add-ins.
Select the contact, click file -> save as. Choose Vcard Files as file type.
