I would like to insert some code into the top shared border so it will appear
on every page, i.e, "Check out basket" routine. I can not find where i need
to enter the code for this to work. I mainly used the design view and
looking at the code it only shows items which are included in the body and
not the borders.

Tools->Web/Site Settings - Advanced Tab
Tick the box "Show hidden files and folders"
Click OK and allow the web to be refreshed.
The top border is in the _borders folder - _borders/top.htm

Open the shared border html file in the _borders folder.

In the Open FIle dialogue just browse to _borders (even though it *may* be
hidden in the folder list, it is there) and open the top/left/right/bottom
html file.

When I do this in FrontPage 2002, any background color or picture that I set
using the context menu | border properties in page view will disappear from
the shared border file as soon as I save the code I edited. I have to re-add
the background color and picture for the border each time I close and re-open
FrontPage, and even when it is displaying in FrontPage, it does not display
in a browser. I tried adding the background picture and color manually in
the HTML for the border, but the background picture for the body (set in the
theme) overrides it. Am I beyond what FrontPage can be expected to do?

Yes.
The background in a shared border is taken from the page(s) the border
is attached to.
Place the content in a table and set the background for the table.
