How do I ensure the "Subject Box" is not blank before sending any message
from Outlook.
If there is an alert message, it could help us to notice that the subject
field is blank and will avoid us from sending blank official mails without
any subject

Use [1]. This is an add-in that alerst you among another things if the
subject-line is blank.
