How do I enable the scrolling text tool? Mine is on my toolbar, .

I'm trying to use the tool "scrolling text" feature in a form in one of my
work databases. I am using Access 2000 and very familiar with creating
databases with elaborate forms, however I've never used this feature and I'm
stumped as to what to do.
