How do I edit or add an catagory in the master catagory?

I need to add catagories to the Master Catagory list so that all users will
see the changes in Outlook. How do I do this so that other users on the
server see all the new catagories?

Outlook provides no mechanism for doing this, but there are 3rd party tools.
