Go to 'Control Panel|Sounds' and look for "New Mail Notification". You can
assign any sound to it you wish. To enable sound in Outlook, go to
'Tools|Options|Preferences|E-Mail Options|Advanced E-mail Options' and add a
checkmark to the "Play a Sound" checkbox.

First, make sure the Office Sounds module is downloaded and installed.
Get it here:
Office 97: http://tinyurl.com/3roa7
Office 2000/XP/2003: http://tinyurl.com/6ckje
***NOTE*** While this download page says "OfficeXP/2000" only, the
module will work just fine with Office 2003.
Then,
1) Click on "Tools"
2) Click on "Options"
3) Click on "Other" tab
4) Click on "Advanced Options" tab
5) Place a check mark beside "Provide feedback with sound"
6) Restart Outlook
You should now have sounds when you use Outlook.
