How do I download contacts emailed to me to my new computer?

My old computer crashed with all my contacts. My father-in-law removed the
hard-drive and managed to retrieve my contacts and has emailed them to me. I
would like to save them in my contacts on my new computer but can't open the
file on my new computer.

Would like to know what program I should try opening the file with.

You failed to provide any information.
In what format were these Contacts "retrieved" and how?
What is the file extension of the file you received?

The contacts were retrieved as an Office data-file, file type is backup.pst

There is only one way to open this file.
With Outlook: File > Open > Outlook data file...
You cannot open a PST file with any other app, nor from Windows Explorer.
