How do I download Assess documents

My zip program Winziop does not download Assess downloads from the Microsoft
web page. What ZIP program can I use to do that?

I presume you mean Winzip, not Winziop - but WinZip is a program
designed to compact files into compressed libraries, and expand them
back out again. It is not designed to download ANYTHING. You can use
Internet Explorer, Mozilla, or any good web browser to download Zip
files (or files of other types) from Microsoft and then use WinZip to
extract the files that the zip files contain.

If you're having a specific problem doing so, please explain.
