how do I develope a form letter w/pix in outlook 2002

can I develope a form letter with pictures and copy in Outlook 2002...can I
move pictures and type around the page so I get the layout I want
 
A "form letter" isn't generally related to Outlook custom forms. Word's mail merge is usually a good approach.
