how do I delete error 0x80048002 unabling me to receive emails

I am unable to receive emails. Suddenly I am getting an error message
0x80048002. I know this has to do with the pop 3 server, but how do I fix it.

Are you running Norton Antivirus?
 
I suddenly am also getting this message. I am NOT Running Norton anything. My AV program is AVG v8.0 registered. Nothing has changed on my system. I am also having problems sending with Outlook, I am getting a similar error, something about it timing out connecting to the outgoing SMTP server. But this problem is more immediate, No mail is coming in at all. When I send/receive it just says 'preparing to send/receive' and then times out.
Can anybody offer a solution here.

I can only send/receive with webmail from my cable modem provider and now also Outlook express.

AV integration with Outlook is usually the culprit. If you're using AVG, stop
the AVG email service and try to receive emails then to see if that helps. If
not, check any Add Ins or COMs or any other software that integrates with
Outlook since they can sometimes cause issues as well. Not all Add Ins or
COMs are compatible with newer versions of Outlook.
