How do I delete an e-mail that is hung up and won't transmit?

In Outlook 2003, an e-mail with attachment will not complete the transmit
process and is 'hung up' in the 'out box.' Meanwhile, no other e-mail can be
transmitted.

How does one clear this e-mail?

Go into offline mode (File -> Work Offline). Exit Outlook. Reload
Outlook. See if you can delete it now. Then go back into online mode.
