When you fill an oval with a picture fill the picture is actually cut to an
oval shape so if you want a particular oval cut you should crop to a
rectangle of the same proportions > save as picture and do as above. You can
check that the oval is "cut" ( and not just stretched) by filling a rectangle
and an oval with the same proportions and superimposing them!
Admittedly this is easier and more sophisticated with photoshop or similar!

I'm not convinced the answers you got here were the right one's as you
asked "How do I cut a picture to an oval", rather than '...put a
picture to an oval'.
The descriptions given do indeed tell you how to put a picture into an
oval shape, but I wonder if you actually want the picture, possibly
square or rectangular, cutting to be an oval or rounded shape... yes?
If this is what you want, PPT cannot do it as far as I know.
If you have access to a more advanced graphics package, Photoshop for
example will allow you to take any image and cut out any shape from it.
Then you can create an image file from the cut out part and then import
it into PPT.
Does this help or are the other guys right already?
