Of course. In no way did you set the sort order for the Outlook Address
Book. You set the sort order for the Contacts Folder--not the same.
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change… > Set your sort order there
Restart Outlook to see the changes.

I have been very careful to enter my Contacts so that they are displayed
in
alphabetical order in the format
Surname, FirstName.
However, when using the e-mail address bok, some of them are displayed
as
FirstName Surname
I can find no reason for this variation. I have deleted entries and
re-entered data without Success
