How do i create multi user accounts?

Using microsoft xp, we have four family users each requiring their own
outlook mailbox. do i have to make them all administrators to allow them
access to outlook?
If so after i have made them administrators can i set them up to only send
and receive from their own email address?

No, just do the following:

1.Create a user account for each person so that they can "log" on the
computer itself. They do not need to be in the "Administrators" group.

2. After logging on as them create their Outlook XP profile.
