How do I create an email form?

I am trying to create a form that I can send out to candidates when we have
testing to send out to them. This used to be a macro on my outlook but when
things got updated the macro got deleted. I went to Design a Form but when I
try to add the message in the body of the email it will not let me add
anything there. Can you help??
 
Create the message first, then put that message in design mode to add bells and whistles. Note that there are major limitations involved in sending messages created with custom forms to people outside your organization.
