How do I create a thesis Title Page

I have an example of the type of thesis title page my university wants, but I
don't know how to duplicate it without guess work and trial and error. Is
there a program in Word that does theses title pages?
 
There is not. Sometimes a table is useful for what would otherwise be

Remember that you can change the table borders so that no borders display.

Your thesis title page will probably have been set up in the typewriter era,
with the assumption that your typewriter produced 6 lines per inch and that
you would press Return (Enter) as many times as necessary to place the text
at the specified location. With the knowledge that there are 72 points to
the inch (that is, 12 points per "line"), you can add Space Before as needed
to place your text approximately, then increase or decrease the Space Before
as needed to fine-tune the layout.

Styles for theses are usually very specific to your particular University,
so it's usually not productive to ask around for a package outside your own
University. Believe me, by the time that you are finished with it, you will
be very knowledgable about MS Word. Start with the right Style, e.g., APA,
MLA, Chicago/Turabian, Harvard, or others..
