How do I create a template for a placement service

I need a better tracking system for participants receiving services through
our placement office. I am interested in creating a template with the
ability to abstract serveral reports.

Are you talking about a Microsoft Access database "template"? or a
database?

Or perhaps about a Word document template? If so, one of the Word
newsgroups would be a better place to ask.

Bear in mind - the volunteers here don't know your business. You
clearly know what you mean by "abstract several reports" but I, for
one, really have no clue! Care to explain?

Are youo sure you need a _template_? In the Access world, you go to a lot of
trouble to create _templates_ so users can create their own database
application by specifying far less information that they would otherwise
need to provide -- they are "application generator tools" rather than
database applications.

What you describe sounds more like a database "application", rather than a
template. There are templates for many purposes, to help people get a quick
start on an application, but I can't recall seeing one for placement
agencies.
