How do I create a reuseable email in Outlook?

Using XP 2002. I used to know how to keep a saved email in the Draft folder,
which could be reused. Anyone know how to do this, or another option for
frequently sent emails?
 
That will save it as a Word doc, but I want to be able to keep attachments in
the email and be able to send it regularly without having to copy/paste the
content into the body of an email. Any further suggestions on how to do
this, without resorting to using Word?
 
Turn off Word as your email editor before creating the mail message. That will allow you to save it as an Outlook template .oft file.

Save the message as an Outlook Template (.oft) file. Create the message as
you want it, then click File | Save As and choose the Outlook Template file
type. Save it somewhere easy to find, then you can always bring up that
template and send a new message based on it.

I was able to save the email using those instructions, but I could not open it. When I go to the file folder where it was saved and open it from there, it adds it to a blank email as an attachment.

Is there a way to open it from the Outlook program that I'm missing?
