HOw do I create a public calendar with Exchange using outlook?

Eveyone in office is using exchange and outlook 2003. I want to creat 3
calendars that everyone can view but only a few people can modify for
conference room scheduling and not quite sure how to do it.
 
Create a new mailbox for each room and set permissions on its Calendar folder appropriately. See http://www.slipstick.com/calendar/skedresource.htm
