How do I create a local terms and conditions home page for IE?

Hello,
I work at a public Library where patrons have access to our public
access computers. Unfortunately, some patrons abuse their priviledges on
these machines. Guidelines have been implimented for using these computers
but I would like to incorperate these guidelines in the form of a local home
page in Internet Explorer, that the user would have to agree to in order to
gain access to the internet. Does anybody have any ideas on how to do this?
 
There are dozens of different tools that can be used to make a local home
page, but what to you expect to accomplish by doing so? Having to click a
button that says "I agree" is not going to change the users' behavior or
guarantee that they've even read the page. Repeat users especially will
never see anything on the page but that button, so future changes to the
text will go unnoticed.
