How do I create a Hyperlink that makes the other site pop up & clo

Hello All,
I know, I feel needy today. I apologize. With the Hyperlinks that I
post on my site, I would like to have them open a page ontop of my site, and
when users close it, my site is still sitting there open underneath it. Can
anyone help? Thanks A Bunch! Learning As I Go
